There is a great article by Corey Roth here on what you need to start building a custom SharePoint 2010 PowerShell cmdlet in Visual Studio 2010. As he says in the article, there are a lot of resources out there on how to build general PowerShell cmdlets, but not many specifically focused on SharePoint.
